TTL and HL Settings and How They Help When Modified

I'm not really sure of a way to test if hotspot usage is being used. Although, hotspot data is usually limited from 20gb to 10gb, so you'd run out rather quickly depending on how aggressively you use it. This would allow you to very quickly see if your using hotspot data or TTL mangling has worked, as speeds will crawl when hotspot limit has been hit. Sorry for the late reply!
